MINUTES OF REGIONAL MEETING
JULY 28, 2001
The Regional meeting was called to order by RCD Alan Moore,
at 10:30 AM at Esbers, in Canton, OH.
The following clubs and officers were represented:

Chuck Heretta made a motion to accept the minutes as printed, seconded by Bob Kuty, motion carried.
Treasurer’s report read, motion to accept Bob Kuty, seconded by Clarence Brown, carried.
Chuck Heretta asked if we had a quorum, Alan verified with Mickey before meeting, present operating procedures state 1/3 of Clubs in good standing shall constitute a quorum per new By-laws and old procedures.
All governors were given membership list, current as of convention. Please check this list and let Aurel know of any address or name corrections. Also handed out were the East Ohio membership report, and FCOA report.
East Ohio membership report was current as of July 27, 2001. East Ohio has 978 members, this is exactly where we were in December of 2000. We are short of 2001 goal by 72 members.
East Ohio now has three clubs with over 100 members. NEOVC (116), CCA, (113), TTCC (110).
Reminder to continue to gain spousal membership.
East Ohio is 7th largest out of 16 regions. NCCC membership is at 15,296. NCCC met their goal of increasing clubs from 285 to 288.
Membership directors are still working on proposal to establish electronic member listing and updates. There seems to be problems in equipment and hardware. Question boils down to is NCCC going to spend the money to provide the VP Membership with hardware to this. Or is the VP Membership going to have to take the money out of his pocket to come up with computer, printer and etc.
Not much new business went on, but they did discuss how to bring out image of NCCC. Some of the discussion was we need to spend more time on technical side of Corvetting. They are also looking for articles of charitable and social activities of NCCC clubs. If you have someone in your club that does articles let Blue Bars editors know.
FCOA now has 1,369 members, East Ohio is 6th in nation.

Aurel has been trying to get in contact with some of the clubs in the area not NCCC members. One of the places he went was to Roscoe Village. This is hosted by Classic Glass out of New Philadelphia, he is trying to get to one of their meetings and give them more information.
Clarence asked the question was this club a member of any other national organization, Aurel said not that he knew of. Clarence then asked how do they handle insurance for this and other events? Chuck Heretta said these clubs buy it as they need it. Secondary insurance is fairly inexpensive according to DeVaughn. He will verify the price of $180.00 per year stated to him.
Bob Kuty asked was there a pamphlet or something as a region we can hand out, similar to what some clubs do. It was agreed this would be a good idea. We need to be able to show that we can give these clubs something that they do not have today. At this point Bill Quine stated the first 1 ½ hours was discussing “Why NCCC”. Jack Carkner handed out a paper he has been using in his region, “Why NCCC”. He asked the RE’s to give a copy to all the club governors and that they pass on to people and used as a guide and give input. He has also requested that something this go to the RMD and that National publish something so that it is CONSISTENT for all clubs. He can be given back to him and he will go back through RE’s to give to RMD’s. Copy of “Why NCCC” enclosed. You can return to governor to give to RE or return to Jack Carkner yourself.
Deb Murphy asked if there had been any clarification on the father and son membership discussed at the last meeting. Aurel answered “No” that it was brought up and set aside because of too many proxies and not enough RMD’s in attendance. He was asked to be sure this was brought up again at the NCCC meeting.
Chuck said getting back to “ Why NCCC” one of the reasons for organizations like the one in Roscoe Village is they have all the benefits of NCCC but not the hassle or aggravation. He feels NCCC has regulated itself to death.
A southern club and their membership was discussed, it was suggested that they maybe should consider doing a non-sanctioned event.
Bob Kuty asked Deb Murphy if there was a local club in Bowling Green, Ky. that may consider joining NCCC. There were some members looking at maybe becoming an MAL.
Aurel thanked the region and all the clubs that helped Fun Center at their speed event weekend. He said this region always works together and this was a good example of how.
Pioneer Corvette Association was presented with a plaque for 100% increase in membership in year 2000.
Copies of Champ Series standings were passed out. NEOVC is in first place overall, but there are six clubs that can still qualify. Competition is in first place with rally, NEOVC is in first place with concours and Tiretown is in first place with speed.
Packets were handed out, there is a change on Nelson Ledges flyer need to add East Ohio Champ Series.
Also included is Competition Chronicles letter and is a list how everyone in region finished at convention. There is also a short article on the MVP award and the decision made at last meeting. The rule as it’s going to become will have no bonus points, the points you are going to receive are shown on pages 9.2 9.3, 9.4 of NCCC rulebook. There was discussion on the decision made at the last meeting, comment was made they thought some did not know or understand the ruling. Another comment was made we now have three sets of rules to compete. Elaine was asked to comment, she stated she was using the old rulebook. Bill Quine made the comment if people disagreed they need to send representatives to the meeting or show up themselves. Gail brought up the three scenarios. Question was asked, did anyone understand what was decided on at the last meeting. Bob Kirsch said yes, he did, he thought it put everything on a level playing field. Chuck said this was one of the reasons to change and drop bonus system, there is no bonus system in concours. Clarence Brown made the comment that NCCC may not be the best way, but East Ohio looked at it and made their decision. Alan made the comment that unfortunately a rally or concours person does not stand a chance from the beginning. After some more discussion, Alan said to be thinking about what the governors wanted to do when the vote came up later in the meeting.
Clarification: Right now rule says a member that live further then 50 miles from host club get travel points to events even though in own region. RCD’s are going to be watching the problem they have on a case by case basis. The problem being there is someone out west who lives in Florida in winter and in west in summer. He goes to an event in his hometown and wants travel points because his home address is in Florida. Complaint was he has 7 points before he takes his car off the trailer. The club asked for a rule to be written to cover this, the RCD’s decided they could not write a rule to cover all situations, so they are going to handle on a case by case manner. There is someone in the region that has a Tennessee address, this person has been told already when they are home they will not get travel points. Chuck Heretta said it was a simple rule to write just eliminate all travel points. Alan said this could possibly be done at next rulebook change. Clarence Brown asked if they were adhering to the rulebook, per Alan yes. Clarence asked what then was the problem, RCD’s thought it was not fair, then per Clarence the rules are not fair.
At the NCCC RCD meeting in September the Z06 will be discussed. Keep in mind they are trying to keep classes down. The 2002 Z06 has 405 horsepower, the 2003 will have 427 or 435 horsepower, so it may have to go into a class of its own. So the Z06 will probably be moved out of “H”.
K&K insurance forbids alcohol use during an event, this includes concourse, please keep this in mind when you have your car shows and concourse in an entertainment area.
Sanction events EO-027 and EO-028 have been cancelled, these were two low speeds scheduled for Sunday September 8, 2001. Also, McDorman concours as a sanctioned event is cancelled.
There is also a note in the packet given to governors about how Gail and Alan Moore would like results sent to them via e-mail. This gives them some kind of identity so they know to open the mail, and it is not junk mail.
Gail handed out a disc for doing results on XCEL spread sheet.
Alan also had national point standings for anyone interested.
From Bill Quine one of the ideas brought up during general discussion was to allow registration to stay open until the beginning of each event that goes on. This may allow for people who have to work in morning to participate in afternoon events. In this case a drivers meeting sheet would need to be ready to be handed out to those who come later. Alan said this has been discussed by RCD’s numerous times and the answer is it is the option of host club and chairperson. If the chairperson does not want to have anyone enter after close of registration that is their prerogative. But if they are going to allow entrants after drivers meeting then printed instructions need to be handed out. The rulebook says you have to be given a drivers meeting so the sheet should state everything said at drivers meeting. Another thing brought up by RE’s was need to do a better job of getting waivers signed. There has already been a situation where a spectator was injured and had not signed the waiver.
Some of Bill’s personal suggestions and/or ideas he wants for the region were:
1. Rulebook states but does not require, that you should not only place a number on the car but a class also. This may help the first time entrants.
2. He suggests clubs provide tape on numbers for those cars that do not want shoe polish.
3. Clubs should have a separate line for people who have pre-registration sheets versus those who have not filled out a form previously.
4. On cones he feels a better job needs to be done. Time should be given even if they DNF.
5. He also wants somehow to be able to tell people where they DNF’d at. (There was some discussion on how could this be done. Comment made should have someone else watching you, not the timers.)
All of the above were suggestions and nothing was decided on either way.
The newsletter contest was discussed, Hal Bellamy said if anyone else was interested he would like to step down. Key thing on contest, need to separate national news from Corvette Museum news. Corvette Museum news has no bearing on newsletter contest because it is not NCCC news.
Laurie Schwab has revamped the website so that individual club names can now be linked to the NCCC website.. It is getting about 125 hits a day.
The business membership to the Corvette Museum was discussed and the RE’s were in favor of doing this.
K&K will be at September meeting, if you have any questions for them it can be discussed on an individual basis.
There are about 65 people registered in the BFG KD program.
Peg Quine was appointed convention treasurer for 2002.
The BFG KD program information needs to be turned into Alan Moore. Per Alan it is the responsibility of the event chairperson to get the information to Alan. The entrant is responsible for letting the chairperson know. They will add this to the regional registration form.
Bob Kirsch will put the registration form on the website.
The NCCC raffle car went to someone in Cedar Rapids, Iowa. Since 1997 the car has gone to Iowa three times.
Charity Report: Mickey reported that sales were down this year as they usually are during a non-transplant games year. The committee is already looking at what car they want for next year.
Elaine asked about the scholarship program and the 3.5 grade point average required she felt it was to high. There are members very active in the region but do not meet the criteria of GPA. Mickey was asked to bring this up to Patrick Dolan.
2002 Banquet Report: Corvette Cleveland – Chuck Heretta reported the banquet will be at Holiday Inn, Elyria, 2nd weekend in March 2002. The committee made adjustments to the contract for meeting rooms and Corvette Cleveland is preparing final cost per person.

OLD BUSINESS:
Purchasing a regional timing system was discussed. Information is still being gathered, there are drawbacks, which are minor. It will require a 12V inverter and a minor power source. It does not need to have the most updated laptop. If a person has to run their events early it causes a problem because after they finish you have to shut down the first event and then restart the system. Re-runs are built into the system. It will print out a label for you to post There was discussion again about a timing committee and having them at each event and giving them some type of fee. The region will decide on some of these matters later.
Chuck will talk with Dale Samuelson to see if he can come to an event, the region agreed to pick up the expenses for Dale.
Bob Kuty made a motion that Mickey Ouellette be allowed to destroy what ballots she has on hand from previous elections, seconded by DeVaughn Rader, motion carried.
Voting on Operating Procedures followed. Alan read the portion on MVP before voting was done. Bob Fultz made a motion that the MVP portion be revised to be the same as Champ Series, Deb Murphy seconded. Mickey read the procedure and if we change anything it has to lie on the table till the next meeting. Alan asked for a vote on Bob Fultz motion to get it into the next meeting to be voted on: (4) for the change to Champ Series rule to be added as MVP points, (4) against the change, (1) abstention. Alan tabled till the next meeting. Please bring your thought and concerns to September meeting on how MVP should be handled. If we decide to change the wording it will have to lie on the table till December meeting: Alan will talk to Norb about this and some corrections.
NEW BUSINESS:
Nominations of officers for next year: Bob Kirsch nominated Bill Quine for RE, Bill accepted. No one else at this time. Bob Fultz nominated Alan Moore for RCD, Alan accepted, no other nominations at this time. Bob Kuty nominated Aurel Ouellette, Aurel accepted, no other nominations at this time. Bob Kuty nominated Elaine Heretta for EOCSD, Elaine declined. Bill Quine nominated Bob Kirsch for East Ohio Championship Series Director, Bob accepted, no other nominations at the time. Alan then asked Mickey to read and place in the minutes the requirement for withdrawing or adding name to election list, See following:
“Nominations will close (15) fifteen days prior to election. Withdrawals will be accepted by the Secretary no less than (30) days preceding the election. The Secretary shall immediately notify each club governor of any withdrawals or additional nominations. If all individuals so nominated have withdrawn from a particular office, nominations for that office will be accepted at the election meeting and the election of such officer will be held at the next regularly scheduled NCCC governors meeting.”
Bob Kuty asked about the calendar of events Blue Bars schedule noting how heavily our region has events. Alan responded we are among the top three with us being equal to one other region. There is one region with more events than us.
Clarence Brown said his club members were complaining that the web-site did not seem to be kept up to date. Bob Kirsch said this was a good time to do his webmaster report that was not mentioned earlier. Bob said the region has now moved to the new Dell website. It had all been updated the week of the meeting. All links have been verified, but he has received no responses back from the club information sheet sent out in the last minutes. He has added a Hall of Fame section and it includes the rules. He will also place pictures out there of Hall of Fame members when provided to him. The “For Sale” section has been limited to (60) sixty days. He will update the regional registration form when he gets it. He is going to add Favorite links. He is gathering stats now to give at the next meeting. All flyers provided to him are on there. If he receives them electronically, it would be good to get them either Excel or Word format. On the event calendar there will now be a small camera you can click on to see photos from events. He only goes to car shows and concours’ but if pictures of rallye’s and speed events are provided to him he will place them out there.
Bob Fultz explained that some people may have to check their page refresh on computer programs or else they will get updates late or not at all.
Alan Moore reported flyers are terrible and results are worse. When doing a map, please give key points, especially major highways not just local spots. Also make sure you are using NCCC form and format. The individual information needs to be checked.
Chuck mentioned that we need to discuss MAL dues and the budget for when renewals come around at the next meeting.

ADDENDUM TO MINUTES: DEB MURPHY HAS ADDED HER NAME FOR THOSE RUNNING FOR REGIONAL COMPETITION DIRECTOR.
Names to run for office can be submitted to the secretary up through September 14, 2001 if you wish not to run for an office you must delete your name by August 30, 2001
