MINUTES OF REGIONAL MEETING

 

JULY 27, 2002

 

The Regional meeting was called to order by RE Chuck Heretta, at 10:10 AM at Esber’s, Canton, Ohio.

Bob Kuty made a motion to accept Secretary’s report as printed, seconded by Bill Quine motion carried.

 

The treasurer’s report was read and received, motion to accept Mark Thurin, seconded Bill Quine.  

 

EAST OHIO CHAMPIONSHIP SERIES DIRECTOR: Bob Kirsch 

 

Overall results were handed out.  Went over some of the results.  Overall for ladies is Deb Murphy, for men is Chuck Heretta and overall club is Corvette Cleveland.

 

Make sure when doing your flyers you indicate East Ohio Championship Event.

All flyers up through September 22, 2002 are on the website.  All the regional and champ series  points are also posted there. 

 

Bob would like an update on the 25-year members, Aurel will provide to him.

 

He is waiting for the book with information on East Ohio Hall of Fame to place information on the website.  Bill Quine had at meeting for him.

 

Bob asked that Competition Corvette Asso. have their webmaster remove  the East Ohio Championship Series rules posted on their website, because what is posted is outdated.

 

He has been asked about setting up a private members website, he will need to investigate this.  But he has some concerns as to what it would really be used for.  How would we manage security on it with over 940 members in the region?  It could drive up the monthly fees and there would be cost to develop the security interface.  The region decided he should not pursue this.

 

REGIONAL MEMBERSHIP DIRECTOR: Aurel Ouellette 

 

Handed out reports for East Ohio Region membership, NCCC membership, Active club membership list, FCOA membership report, club membership status for Kumho tire set.

 

Current East Ohio region membership is 927 members, we are 7th largest region in  NCCC.  We are currently 113 short of our goal of 1040 members for 2002.  Largest club is NEOVC 136 members followed by Competition Corvette Association with 119 members.

 

Letters have been mailed out to club governors whose clubs owe $2.00 per new member since December meeting.  It had originally been discussed to do on a quarterly basis, but there were not that many at end of first quarter so he waited till second quarter to do a mailing.

 

National Council membership as of July 7,  2002 is 16,052.   

 

Site proposals were presented for governors meeting sites for year 2004,2005,2006.  The proposals were for Sheraton Westport in St. Louis,  Missouri, where we are presently meeting, and the Nashville Mariott, in Nashville, Tenn.   You will be mailed ballots for voting and this is the only way you can vote, please follow the instructions and be sure to return you ballot.

 

As of the convention meeting only 100 NCCC MBNA credit cards had been applied for.  NCCC receives $30.00 for each member to sign up and use the card just once.  The first 300 to sign up will receive a “57” “promo”.  Per Bill Quine it is not really a “Promo” model.

 

There will also be a ballot for officer’s positions of  President, VP-Membership, Treasurer, Director of Public Relations, and Parliamentarian.  Presently running are:

The membership incentive award for the Kumho tires was clarified.  There must be a club growth increase of  10% plus 10 new members using the November 2001 membership report.  No transfers will count.  There are only 2 clubs in the region that may have a chance to win the tires, Blennerhassett and Mound City need 6 members each.  Per Chuck the original presentation was 10% plus 1 member now it says 10 % plus 10 members, which pretty much blows the big clubs away.  Question was asked how many sets of tires are being given away.  One per nation was answer.

 

FCOA has 1563 members, Corvette Cleveland has 36 members.  FCOA website address is: fcoakids@aol.com.

 

Meeting dates for rest of this year and part of next year are: September 13 – 14, 2002, November 8 – 9, 2002, February 28 – March 1, 2003 and May 2 – 3, 2003.

 

REGIONAL COMPETITION DIRECTOR: Alan Moore 

 

Alan handed out packets, had a table of contents in the packet.  Please check the table of contents and make sure you have everything.  Points are included in the packet. 

 

Kanawha Valley September 2 concours is a Championship series event and Bill Wood needs judges for this event.  He will provide lunch for anyone who judges.

 

Question was asked if steel cars can join Kanawha Valley fall rally, yes Bill has no problem with this.

 

Alan got the latest set of drag records at the NCCC convention meeting, if you would like a copy contact Alan Moore.   

 

Six new drag records were set at the convention, Ken Kessler from East Ohio set a record in IH, and Doug Seredich set a record for RP.

 

Ken Kessler was willing to do a teardown on his and that is how he established and kept the record.  Others have set a drag record in the past but would not allow the car to be torn down.  Ken was prepared, brought a set of gaskets with him.  He took the car back to the dealer to have it put back together.  Chuck said that in watching the teardown process on Friday that National Council is really lacking in their teardown process.  Per Chuck anyone who puts on a record drag needs to have all equipment needed to do teardown.  The region putting on the event had no way of measuring stuff.  If National Council is going to allow a region or club to put on a record drag then National Council needs to make sure they have the facility and information to do teardown and know what they are looking at.  Computers are required to check the car, not checking cams, pistons or heads.

 

Per Alan the RCD’s are looking into equipment so cars do not have to be torn down. 

 

Dale Samuelson is doing points for national and he has asked that if you type your points to do them in 10pt size type at least.  If handwritten make sure are legible.

 

One clarification:  Can you put a late model LT engine in an “86” body and run IIG?  YES, not a problem, are allowed to change motors in a group II car, just has to be all Chevrolet parts.

 

They had a very long discussion about an event that was run 4 weeks prior in Michigan, there were 7 events on Saturday and 7 events on Sunday. The events were 1 ½ hours late getting started Saturday and had a mandatory one hour shutdown for lunch and could not run past five o’clock.  By lunchtime they had gotten the group I cars through one event.  So they shortened the course and then gave only one run per event.  Even if they had only a 30-second course they still could not get all events in.   Sunday was just as bad, you ran all seven of your events at one time, one person arrived at 4PM and was allowed to do all seven events and ended up winning all seven events. 

 

Per Alan anytime you are out running an event and it is not run according to the rules, protest the events.  Several people were upset that they had been conned into accepting how the club wanted to run event.

 

There have been some questions on travel points.  Some people have two homes, and people are taking advantage of travel points.  The rulebook assumes you are traveling, but people are using address depending on where events are being held they are entering.  Reminder from Bill Quine if you feel you deserve travel points place it on the registration form.  Travel points are the entrant’s responsibility.

 

It was decided the RCD will have the final say on travel points, the chairperson can only go by the information they are given on the registration.

 

Be sure to send original waivers to Alan Moore not copies of sanctioned events, you can keep the non-sanctioned waivers.  If you want to send a copy of these to Alan you can.  The club should keep the registration forms about 30 days.  For minors need to have special minors waiver filled out, a minor can sue up to seven years past the age of 18.  

 

REGIONAL EXECUTIVE- Chuck Heretta 

 

At the 2002 convention in Indianapolis, first thing brought up was next years convention will be in Hagerstown, Maryland in August 2003.  It will go from August 16, (Saturday) and go to August  21, (Thursday).  For 2004 two bids were given to the executive board, one for St. Cloud, Minn. in July and one for Las Vegas, Nev. for first week in June.  You will vote on these by mail also, after you receive the September minutes. No year 2005 proposals for convention as of yet.

 

The transplant games at Disney were very successful this year, Jean Morrison represented NCCC and the charity committee.  Donation to the Kidney Foundation will be over $100,000.

 

Various donations were given for scholarships.  Steve Skinner established one in the name of his mother.

 

The craft booth is in need of donations - contact Mickey Ouellette.  Items can be donated for sale on done on a commission basis.

 

The R.E.’s and the R.E.’s bylaw committee are looking at the changes that will be presented at September meeting.  One of the by-laws deals with cleaning up the wording on primary and secondary members.  Also will look at the penalty, little to never used, about non-compliance of meeting attendance.   The bylaw says each club must attend by warm body or proxy 3 of the 5 meetings a year.  But rulebook does not say what to do if clubs do not comply.  This will come up as a vote to strike from the by-laws.

 

Another bylaw change has to do with national and appointed officers, stating they cannot concurrently hold two offices at one time.  This includes appointed and/or elected.  Basically, it will come down to one person, one job.

 

The 2004, 2005, 2006 meeting site proposals presented, they were for, Marriott, Nashville, Tenn, cost $60.00, $72.00, $74.00 plus tax.   The other is the Westport Sheraton, MO, this is where we are today.  Cost for the next three years are, $77.00, $77.00 and $79.00.  Both sites meet the requirements.

 

For those governors that have not attended a governors meeting and would like to go to one:  September is a good meeting to attend and meet the candidates and a great food feast.

 

Treasurer’s report not given, treasurer forgot to bring the box of reports.  The expenses for the audit Chuck questioned prior to the convention meeting still need to be explained.  But it was admitted the executive board did not know what was going on, they did not read the contract.  Further discussion will be done at the September meeting.

 

Next NCCC meeting is weekend of September 13, 14, 15, in St. Louis. If you would like to go make reservations ASAP, rooms are running out.  Check the internet, flight prices are coming down. 

 

East Ohio representation is low in St. Louis.

 

Deadline for Blue Bars is September 1, 2002.  East Ohio region and Carolina region had no report in the last Blue Bars, they forgot to write one.  There will be articles next time from East Ohio Region.

 

There was an editorial comment in the Blue Bars, that some were upset with, about proxies and how things were voted.  It seemed to be slanted that proxies were used for NO votes and not used for YES votes.  There were articles and comments sent back to him - one stating he used the magazine as a venue for his own person opinion and second he did not give a true or complete story of what actually happens with proxies.

 

All governors are asked to check your member printout and make sure all addresses are correct so that members get all their information from NCCC.  Also on FCOA members if they have a change of address let Pat Kelly know individually, change of  address for NCCC members are not shared with FCOA.

 

Hall Of Fame:   

 

Nominations are now open, contact one of the members if you need a form or have questions.  Members are Don Veselenak, Bob Kuty, Bill Quine and Mark Thurin.

 

Regional Banquet:               Jack Hallman reported the contract has been finalized  He has contacted the Cleveland convention and visitors bureau to get information on various things in area to do.  The hotel is at corner of East 9th and Carnegie,  right across from Jacobs’s field, within walking distance of Tower City.  The hotel has two restaurants, a pool and whirlpool, fitness center and a 24-hour store. 

 

The banquet facilities are over 12,000 square feet, governors meeting will be set up in classroom style. 

 

The rooms will be $75.00 plus tax per night, and the banquet for dinner will be $30.00 plus whatever to cover band and decorations.

 

The hotel does not own parking lot and they are charging everyone to park, there are no hotels in the area where you do not pay for parking.  But they have worked out a reduced fee of $2.00 per hour and $12.00 overnight.  Parking is close enough to get your luggage in and out, there is valet parking if wanted to use and the parking is secure.  

 

NEOVC will supply beer for the hospitality room.  March 8, 2003, is banquet date.  Flyer will be ready for December meeting with final cost to those attending.

 

OLD BUSINESS:

 

Chuck will check with Deb Murphy how Corvette Caravan for 2003 to Bowling Green is going.

 

The fund is now established to help governors to be able to go to St. Louis.  Please do not hesitate to use these dollars.  We have the availability to do more events in the fall to bolster this fund. 

 

NEW BUSINESS:

 

 

Nominations for officers of the East Ohio region were conducted next.

 

Bob Kuty nominated Bob Kirsch for East Ohio Championship Series Director, seconded, Bob Kirsch accepted.

 

Bob Kuty nominated Aurel Ouellette for Regional Membership Director, Jack Hallman seconded, Aurel accepted.  Bob Thomsen nominated Warren Obert for Regional Member Director, Warren accepted, Bill Quine seconded.

 

Bill Quine nominated Alan Moore for Regional Competition Director, Alan accepted, seconded by Bob Kuty.

 

Bob Kuty nominated Chuck Heretta for Regional Executive, Chuck accepted, Aurel seconded.

 

All nominees have until August 28, 2002 to withdraw and you have until September 14 to add your name to run for an office.

 

National Council is considering sending national minutes via email, you should already have received a ballot by now asking if you would like them via email.  They are also considering sending to the Regional Executive and they will give copies to the governor.

 

Are the governors of East Ohio region interested in receiving their regional minutes via email.  We can try this on an experimental basis.  If you would like your regional minutes via email, send an email to Mickey Ouellette and she can then copy your email address to a distribution file.  Mickey said she had no problem doing this but she would expect each time an email address is changed, the governor is responsible for letting her know.  Mickey will not try and track down what the correct email address.  See Mickey after the meeting or send her an email if you want regional minutes sent via email.

 

Aurel commented the mail rate now charges by zone, if within the same zone is a cheaper rate.  If packages mailed out of a zone, depends on how many zones it goes through for pricing, the prices increase drastically.

 

We  have been discussing timing unit and computer for about two years now.  Bob Thomsen gave a presentation on a timing system used by SCCA.  The unit has a printout tape, stores about 6000 times and runs on batteries.  It will then download to your computer at home.  You will need to get a display unit also.  The total price would be about $4000.00.   Diana Fultz thought their club had bought one but was not satisfied with it.  She will have Bob Fultz contact Bob Thomsen.  They are going to get the information to John Taube and have him analyze it also.  Will try to get a decision made as soon as possible.

 

Regional Round Table:       Jack Hallman said the Mid Ohio car show was very good, the only problem came in was with the Antiques Roadshow being there.  If this was ever done again they would need to first find out how the Roadshow was going to set up and work around this.  It caused problems for the judges, not having this information. 

 

There was a reminder to put your NCCC number on the waivers.

 

Bob Thomsen asked if anyone had a contact for the Ford plant, no one did.

 

Reminder that membership turned in to membership director from now till September 1, 2002 will be held unless you specifically ask it be turned in for points.  If you want the memberships turned in please mark so on the form.

 

Alan has new supply of waiver forms for anyone who needs them. 

 

Reminders:            Please be sure to mail in your ballot for selecting meeting site for National Council.

 

                                There was discussion at May regional meeting about how all events are crammed together.  If you are thinking about doing events with other clubs now is the time to get together with them and make arrangements.  You can do any type of event with another club and it will double your workforce.  Be prepared for December meeting and have your choices ready.

 

The next National meeting is September 13, 14, 15 weekend.  We have the money available to help, please be sure to make use of it. 

 

Hall of Fame nominations are now being accepted.  If you have any questions see either Mark Thurin, Al Etzel, Bob Kuty, Bill Quine or Don Veselenak.   If you cannot get hold of any of these people Chuck Heretta also has copy of the criteria.  It is also on the website.

 

September 28, 2002 is the next regional meeting.  We will be looking at Bylaws and the Standard Operating Procedures.  Please look at these ahead of time and see if you want to make any changes or something we need to add.  If you do not have a copy contact Mickey Ouellette or Chuck Heretta and they will send you a copy.

 

Nominations are still open for regional officers.  The secretary/treasurer is an appointed position by the RE with the concurrence of the other board members. 

 

The final ballots need to be returned to Mickey in a sealed envelope, should not be sent via email.  They can be delivered on September 28, 2002 if you or a representative will be at the meeting.

 

Suggestions are to be made for Championship Series Rules changes at the September meeting.  Contact Bob Kirsch if you have any changes to suggest.

 

Alan Moore brought up that the RCD’s are looking at getting the new rule book ready, if you have any changes you would like to see implemented, please let Alan know.
